The art of building new magical items is a lost art, so far as anyone knows.
Concents are homes to not only wizards, but also small groups of psionicists, monks, tome of blades types, etc.
Sorcerers are generally either spotted and inducted into Concents, thereby becomming wizards, convinced that they have no power and never develope, or stoned to death.
